I am looking to buy traffic on cpm basis from self serve platform, have few requirements, please reach only if you can fulfill these requirements.

1. Should have full control in buying thru self serve.
2. Need options to block IP range or ISP
3. Should able to offer a small traffic test before we start working on prepayment, we will start working on prepayment only after checking traffic qulaity.
4. should be available on skype for support.
